You cannot plant trees on public highways
Sec. 106-217. Planting of trees, etc., in public places by private persons. No shade or ornamental tree or shrub shall be planted in any of the public highways, sidewalks, streets, neutral grounds or public places of the city by any person without the written permission of the parkway and park commission and any tree, plant or shrub planted by any person shall become the property of the city or the commission may order such tree, shrub or other plant to be removed from the public highway, sidewalk or neutral ground or public places; such removal to be at the expense of the person who planted such tree or shrub.
